Primghar City Business Advances

Several procedural items were discussed on Monday at the Primghar Council meeting. Bob McCauley as Zoning Administrator asked about an ordinance sample he presented to the council for review. There was a question of how the ordinance was to be implemented along with it. The ordinance review fell through the cracks of a busy office and is now revived.
City Attorney Bruce Green answered the question of if the ordinance is to be part of the Planning and Zoning handbook or in the City Ordinance book. Green asked McCauley if the fines or penalties were part of the proposed ordinance. Since there is some penalty language in the proposed ordinance, Green determined it needed to be a city ordinance. The ordinance will be distributed to council members and a Public Hearing on the matter scheduled.
Council also approved an ordinance amending Title I of the Primghar City Code. The action simply moved the authority to sign checks for the Primghar Library from a Library board member to the City Clerk. The council waived 2nd and 3rd readings and passed it.
A discussion of a splash pad for the city wrapped up the agenda. Jack Black shared information about a splash pad he visited in Lisbon. He said the splash pad cost that city about $357,000 to build and costs $5000-7000 to operate. There was much discussion about the construction cost with most council members showing a positive turn when a price range of $65,000-$500,000 was identified. A location was the next area of discussion with no decisions to build or not made.
They held a brief discussion of an all-new, 5-member park board. No official meetings have been held yet.
